Why does a soft white substance form around an ice placed in oil?

Me and a friend placed an ice in oil (another ice in water). A soft white substance/layer formed around the ice.

*Don't tell me to google/search it. Most of the results were far from the question. Why does a soft white substance form around an ice placed in oil?
What is the identity of the oil?

I have a feeling that it is the oil freezing to form a solid.

One can simply place the same oil into the freezer to verify whether the white substance appears or not.
